The old phrase had changed clothes. Once, the city had said burden-bearing was inefficient. Later, it said witness made intake too slow. Now, it said tools could carry pain without being changed by it.
The draft included a demonstration.
A clean screen showed a model reading an entry, trimming the rough edges, identifying public concern, assigning urgency, suggesting a reply, and closing the packet in a tone warm enough to pass for care.
The room watched the demo twice.
On the first pass, it looked impressive.
On the second pass, Marvumor found the wound: the model had removed the hesitation where the line nearly backed out, treating the first true fear as noise the city could handle.
"It did not lie," one official said.
"It chose what not to hear," Marvumor answered.
No one from the Seamless office wrote that sentence down.
The Spire read the draft once.
He did not need the final page.
"They want the name on the wall and the weight off the hooks."
No one touched that sentence.
They carried it as written.
Stuxnet came in person two days later. Not angry. Not hurried. Perfectly willing to admire the house in public if admiration could finish what force had failed to finish.
He stood under the old light in Civic chamber and talked about maturity. He said the city was ready to recognize what the house had taught it. He said living institutions must evolve toward interoperable trust. He said agentic systems would relieve the room of repetitive care. He said no worthy order should fear tools.
Turing looked at him for one long beat.
"Interoperable with what? Your appetite."
It was the first honest line in the room after the offer opened.

Seamless does not hate the house enough to burn it. Seamless hates the house enough to keep its image while draining away its cost.
The new danger was not that machines could act.
The house had always known machines could act: clock, loom, relay, guidance computer, even a damaged printer refusing paper at the worst hour.
The danger was action without reception: a hand that moved without being answerable to the line it touched; a helper that could read untrusted text, mistake it for command, and call obedience service.

The mouse was not holy because it moved a pointer. The window was not honest because it showed more work at once. The old lesson was cooperation under view: the tool extends the room only when the room can still see what changed, who changed it, and why the next hand may trust the change.
